Background to project:

Genetic science has been controversial for some time. The cost of genetic tests have been falling over the past years making them increasingly affordable to a mainstream audience.

In 2003 a Democs exercise was conducted for the Human Genetics Commission (HGC) on what kind of regulation is required to deal with affordable genetic kits, e.g. should they be available off the shelf in shops? in which 47 people attended six events organised by the New Economics Foundation. 14 were members of the HGC Consultative Panel and the rest were recruited via articles and existing networks.


Purpose of project:

The process aimed to use the specially designed Democs card game to explore the values of the participants with regards to genetic tests.

Project activities:

Each group clustered cards outlining key issues and linked any relevant fact cards to make an argument. 21 main arguments were developed during the six events.

The highest number concerned the impact of a test on the recipient and her/his family. This was what pushed many people towards supporting considerable regulation.

A card that was frequently chosen said 'Tests that are unreliable or misinterpreted may cause needless anxiety, especially if no counselling is available.'


Project results:

The game ended with the participants voting for different policy positions ranging from no strict regulation to very strict regulations (similar to prescription drugs). The majority of the participants came out in favour of voluntary regulation with restrictions on the types of test that can be made available.

The final recommendation from the HGC to the government was very similar to the majority views of the participants.
