Background to project:Sir Hayden Phillips was asked by the Government to Review the Funding of Political Parties and to try and find as much of a consensus as possible on a future system for the funding of political parties in the UK. In order to do this there were three main strands of work; analysis of the issues, public engagement and engagement with the political parties.As part of the public engagement process the Party Funding Webchat followed on from the online forum. The forum registrants were all invited to join in the webchat. Purpose of project:The Party Funding Webchat took place just after the publication of the Interim Assessment. The document set out the core issues and choices that face the public and political parties.The Review team were very clear on the function of the webchat - to allow forum participants the 'right-of-reply' on the Interim Assessment and to give the team opportunity to clarify these responses. The webchats were readable by anyone, but registration was required to contribute. Registration was restricted to those who had participated in the online forum. Project activities:This webchat was run on a �question and answer� format. Participants could post a question and follow up on the response from Sir Hayden Phillips. There was no technical limit to the number of questions a participant could ask. Participants could not respond to questions posted by other participants, or to Sir Hayden�s response to these questions.The site was real time but pre-moderated. Moderation was carried out by the Party Funding Review team. Moderators checked each question against the terms of the site before publication. Moderators staggered submitted questions to ensure that all participants had at least one question published and answered. The webchat happened on October 30, 2006, between 13:00 and 14:00. Project results:The final report was published in March 2007 called Strengthening Democracy: Fair and Sustainable Funding of Political Parties.
