Background to project:

A team of local volunteers were trained to certified EnCams standards to assess the quality of the local street cleaning services. This statutory function was previously carried out by trained local authority environmental services personnel.

Purpose of project:

  • To directly involve the local community in measuring street cleaning standards in the Borough.
  • To initiate a direct response to "hotspots" needing street cleansing.
  • To empower the local community to trigger local authority cleansing responses.
  • To build a community centre of excellence in local cleansing issues and solutions.
  • To build the enhanced service upon the expert knowledge of local residents.

Project activities:

  • The Team meet fortnightly for a morning's work assessing selected places within target wards.
  • They start with a Team briefing to be allocated partners, be tasked with selected places to measure and to welcome visitors from partner organisations.
  • The Team pairs measure their selected areas, following the EnCams national standard.
  • At a debriefing areas failing to reach the required standard are reported to the volunteer administrator.
  • The volunteer administrator reports failing areas to the Borough Services Direct Environmental Response Team.
  • The DERTeam are tasked by Service Level Agreement with the Borough Council to clean up failing areas within 48 hours.

Project results:

Measured standards of cleanliness in the target areas hve increased from 2002/3 with scores of 65.8%, 66.94% and 66.06%; to 90.2% in 2007. (Source "Borough News Autumn 2007 edition, Great Yarmouth Borough Council newspaper.)

"This year the survey was carried out jointly by EnCams and the Community Connections Street Scene Assessment Team as trained volunteers who regularly patrol the streets in certain wards to report on cleanliness and also to inform us of problems which need tackling."

The Street Scene Team have been invited to present a workshop at this year's EnCams national conference on the theme of Community Involvement.

The Team have been awarded monies from the Neighbourhood Renewal Fund to double the number of Street Scene volunteers this year, by recruiting young people over 16 to its ranks.
